Ukhta State Technical University as a center of the innovative territorial cluster in the Komi Republic “Oil and Gas Technologies”

The questions that are strongly connected with the current state of oil branch and its clustering are brought up by the authors of the article. Among all possible forms of the process of clustering the authors choose an innovative territorial cluster, where technical university is the kernel of the whole system. Within the touched issue questions connected with development of the human capital in innovative economy are considered.
