This article discusses the changes in the environmental regulation legislation, based on the principle of compliance with best available techniques (BAT). The conducted research relevance is caused by the necessity of oil and gas industry transition to the new normalization principles by 2020. The article also considers the legal basis for the transition to the new environmental regulations, based on technological standards, and BAT levels determination methodology for equipment and technologies inclusion in informational and technical reference books that are under development. In terms of isomerization unit of oil refinery, the BAT levels of this process were identified and the causes of the individual enterprises failure in achieving these levels were analyzed. The results obtained in the course of the research will be used in the development of BREF for oil and gas sectors.
