Definition of terms ‘accident’, ‘failure’, ‘emergency situation’

The paper describes overview of definitions and differences between the terms "accident", "refusal" and "emergency situation" according to the applicable law of the Russian Federation, State Standards for fire safety and emergency situations, proposes description of the terms and general criteria of distinction.
